Idea: Gridlock

Gridlock solution.  Traffic gridlock makes up a huge amount of traffic jams.  In highly trafficked crosswalks, add a railroad crossing gate and blinking lights. The crossing gate would go down to prevent people from getting caught driving in the grid. Maybe it can be used only during rush hour?
